feat(app-lock): prioritize system unlock flow

fix(app-lock): inert re-locked UI; defer tray port-forward until unlock
...
Mark mounted app children inert/aria-hidden/pointer-events-none while locked,
trap Tab inside the lock dialog, and suppress global hotkeys. Queue tray
port-forward toggles in main (and renderer) until the runtime unlocks.
Dirty-quit focus restore already verified.
