feat(codebuddy): refactor elicitation card with schema validation and i18n
- Extract pure domain logic into codebuddyElicitationForm (parse, validate, build)
- Add requestInstanceId to decouple SDK instance reuse from elicitationId
- Component-level validation with accessible error ids (aria-describedby)
- Add notInteger validation code for fractional numeric input on integer fields
- Add SDK contract type test for elicitation handler signatures
- Add 11 validation message keys across en/ru/zh-CN/zh-TW i18n locales
- 14 tests covering domain, infrastructure, components, and SDK contract
